UK Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new study of municipal councils, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and land to support their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Rises and Broader Financial Strains

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise council taxes next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” said a council leader.

He continued: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week also found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and need,” said Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey revealed.
